1. Open your image in PSP.

2. Selections/Select all. Selections/ Modify/ Contract with 25. Selections/Invert.

3. Go to Effects/3D Effects/ Inner Bevel with these settings:

4.Go to Selections/ Promote to layer. Select None.
It looks now like this one layer witch is your backgroundlayer and one layer which is a layer with a border only. See screenshot:

Duplicate the layer with the border (toplayer) by clicking right on the top layer and choose duplicate. You have 3 layers now.

5. Click on the middle layer and go to Image resize with 60%, please look that you don't have the all layers box cheched. Go to Effects/Sharpen /Sharpen. Place your small border on your image that you want to keep See screenshot:

I wanted a small peace of my image so I took the deformationtool  and pull the sides in so my border was getting smaller this is what I end with See screenshot:

6. Click inside the borderframe with you magic wand with these settings: RGB Value / Tolerance 0/ Feather 1.

7. Go to your layer palette and click on your background layer this is now you active layer. Go to Selections / Promote to layer, If you have done that you have 4 layers now one background layer, one layer with a peace of your image, one layer with a small frameborder and still one with a large borderframe. You also have the selection going. Go to Selections/Modify /Contract by 8. Go to Effects /3D Effects/ Innerbevel with the same setting as we used before.

8. Selections/ Invert. Effects /Blur / Gaussianblur and fill in 25. Select None.

9. Go to your layerpalette and shut down your backgroundlayer and your toplayer they both have a red X now. Click right on one of the two middle layers and merge visible.

10. Click on your toplayer to make it the active layer. Go to image resize with 60%. Please be sure not to have the merge layers box checked.

11. Click on your layerpalette on the backgroundlayer to make it your active layer. Go to Effects / Blur/ Guassian Blur an fill in 25.

12. Go to Selections/Select all/ Modify/ Contract with 25. Selections/ Invert and apply the Innerbevel again with the same settings we are using.

13. Go to Effects /3D Effects /Drop Shadow with these settings:
.
Apply again but now with Horizontal en Vertical on -8.
Select None.

14. Now we are going to arrange your borderframe and your image place them on your background the way you want it I have rotate my toplayer with 90 left and used the deformationtool on the border again to make it larger this is for my litle thought that we going to set in later here is what I have now:

See what you think is best for your image, arrange them as you want.

14. If your done with that Click in your layer palette on the toplayer ( the layer with only the border). Go to your image and click with your magic want in your borderimage (this is the one where we are going to write the little thought in).

15. Go to layer new Rasterlayer, go to layer arrange one level down. Fill this layer with white and set your opacity in your layer palet to 30 or 40. Select None.

16. Merge all layers flatten.

17. Here is what you can do on your own  , put a little thought in you writing box which is the one with white in it click on you texttool and write down you thought. It have to be a small one because we still want to read it when we resize the image later so use a clear font like arial and a good color. I have taken my little thought from this site Here

18. Well last thing to do is to resize your image to 300 width. If your text isn't showing to well then try to resize first and then write your text down on it. Place your name beside the image and your all done.

Hope you had fun with this tag.
