You need:
PSP Version 7.04
The corner brushes download
Here
and unzip in to your brushes folder of psp
1. Open an image of your choice and resize if needed don't forget to sharpen after you have resized it.
2. Set your Foreground-color on a light color from your image (write the color-number on paper we need it later) and your Background-color on a dark color from your image.
3. Image add borders 25 pixels symmetric.
4. Select the border with your magic wand ( RGB-value,Tolerance=0, Feather=0). Click on your airbrush tool with these settings:

and spray with the Foreground-color in your border (see screenshot):

5. Effects/ Artistic Effects /Charcoal with these settings:

6. Effects/ 3D Effects/ Inner bevel with these settings:

7. Image add borders 25 pixels symmetric. Select the border with your magic wand.
8. Again click on your airbrushtool same settings and spray in the border with your airbrush and foreground-color.
9. Click on your retouch tool with these settings:

Go in your border from left to right and back again till you have something like this:
10. Effects/ 3D Effects/ Inner Bevel with these settings:

11. Image add borders 6 pixels symmetric. Select the border with your magic wand.
12. Effects/ 3D Effects /Inner bevel with the same settings as in point 6.
13. Layer new Rasterlayer. You can choose to use a font or a
brushe I have used a brush.
Click on your paint brush tool and click in your
tool option box on the paint brush 
Click on custom, a window will pop up choose the corner in that window that you
just put in these. I
am having a top image that I later will copy and Rotate with 90 then set it
together so it will look like a corner. Set the size on 100 in the tool option
box. Click 1 time in your image and your corner is there. Selection/ Select
all/Selection float.
14. Go to your airbrush tool and spray with the light-color in your corner. Select None. you can do an Inner bevel but you may also leave it the way it is now ( On this point I have copy my top image and rotate it with 90 then moved it together so it will look like a corner see picture for end result ).
15. Place the corner in the upper left corner off your image. Go to your layer palette and copy the layer with the corner. Image/ Mirror. Go to your layer palette and copy the top layer. Image / Flip. Go to your layer palette and copy the top layer. Image / Mirror. If done right then you now have in each corner of your frame a corner. Go to your layer palette and click on the glasses of the image layer you have shut it off now Merge the corner layers visible. Click on the glasses of your image layer and it is back again.
16. Effects/3D Effects/Drop shadow with these settings:
17. Merge all layer flatten. Resize if needed. Always sharpen after you have resized.
