Supplies you need:
PSP Versie 7.04 -- HERE
Filter factory J -- HERE.
Plugin Commander is needed for this filter.
Blade Pro of Super Blade Pro -- HERE.
( Super) Blade Pro Preset -- HERE.
My Preset bike2-ca and my Masks -- HERE.
Put the bike2-ca in your preset folder of PSP and the masks in your mask folder.
Image of your choice. 

1.  Open your image in PSP.  Layers - New layer.

2. Flood fill the layer with a color of your choice. Go to your layer palette and put the blend mode to color for this layer. 

3. Layers merge visible. Layers - New layer and flood fill with the same color.

4.  Image resize with 90% all layers unchecked.

5. Effects - Plugins - Filter factory J / Blast'm! Blur and put it on 100.

6. Effects - 3D Effects - Inner bevel and find the preset bike2-ca.

7. Masks - Load from disk - find the roundblur-ca.msk.

8. Masks - Delete and click yes on the question you get.

9. Layers - merge - merge all layers flatten.

10. Set background color to the one you had choosen. Image add borders with 30 pixels.

11. In the layer palette click right on the background layer and choose make layer.

12. Click on the magic wand and click with it in the border, hit your delete key. Select None.

13. Layers - New layer and flood fill with your color again.

14. Masks - Load from disk - and find the kantframe-ca.msk.

15. Masks - Delete and click yes on the question you get.

16. Layers - Arrange - Send to bottom. Select all - Float - Defloat.

17. Effects - Plugins - ( Super) Blade Pro and find the lux_glass (BP) or the m_coconutice (SBP). Select None.

18. Click in your layer palette on the top layer to make it active. Layers - New layer and flood fill with you rcolor again.

19. Selections - Select all. Selections - Modify - Contract with 28. Selections - Invert and click one your delete key . Selections - Invert. Selections - Modify - Contract with 8 and click on your delete key. Select None.

20. Effects - 3D Effects - Inner bevel with preset bike2-ca.

21. Layers - New layer. Flood fill with an color of your choice. Layers - arrange - Send to bottom.

22. Layers - Merge - merge all layers flatten. Image add border with 8 pixels.

23. Select the border with the magic wand. Effects - 3D Effects -Inner bevel with preset bike2-ca.

24. Resize your frame to the size you want, don't forget to sharpen after it.
