You have to convert this filter from ffl to 8bf with the plugin commander that you can find here

I used this picture right click on it and save to your harddrive:

1. Open your image in PSP.

2. Go to Effects/Plugin Effects/Andrew's filter 19 -- Lines Of Something with these settings: mix1 to 4 on 100, mix 5 and 7 on 0, mix 6 and Oh go for it on 255.

3. Go to your layer palette and duplicate the background layer set the opacity on the duplicated layer on 50. Image mirror , Image flip and merge layers visible.

4. Go to your layer palette again and duplicate the merged layer , set the opacity on the duplicated layer on 50 . Image mirror. Merge all layers flatten.
