(You need to do my hat tutorial first)
I did set my flood fill bucket's blend mode on normal and the match mode on none.
This way you flood fill all the floating selections in one time.

Start by opening a new image 225x400 on a transparent background.

Open my dress1.sel and flood fill with my stripes tile.
Deselect the selection.

On the same layer.
Open my dress1b.sel and flood fill with my stars tile.
Deselect the selection.

On the same layer.
Open my dress2.sel.
Go to colors/adjust/brightness and add a brightness of -70.

Add a new layer.
Open my dress2b.sel and flood fill with the color #950505.
Deselect the selection.

On the same layer.
Open my dress2c.sel and flood fill with the color #485682.
Deselect the selection.

Add a new layer.
Open my dress3.sel and flood fill with the color #7A0404.
Deselect the selection.

On the same layer.
Open my dress3b.sel and flood fill with the color #404B6E.
Deselect the selection.

Add a new layer.
Open my arms1.sel and flood fill with the color #C10505.
Deselect the selection.

Add a new layer.
Open my arms2.sel and flood fill with the color #950505.
Deselect the selection.

Add a new layer.
Open my arms3.sel and flood fill with the color #7A0404.
Deselect the selection.

Add a new layer.
Open my hair.sel and paste into selection my hair.psp.
Deselect the selection.

Add a new layer.
Open my hat.sel and paste into selection the hat you made with my hat tutorial.
(You don't need to resize the hat for this)
Deselect the selection.
Merge layers visible and you girl is ready.
