I did set my flood fill bucket's blend mode on normal and the match mode on none.
This way you flood fill all the floating selections in one time.

Start by opening a new image 260x325 on a transparent background.

Open my hat1.sel and flood fill with the color #CFA76F.
Deselect the selection.

Add a new layer.
Open my hat2.sel and flood fill with the color #C08D44.
Deselect the selection.

Add a new layer.
Open my hat3.sel and flood fill with the color #997035.
Deselect the selection.

Add a new layer.
Open my hat4.sel and flood fill with the color #CFA76F.
Deselect the selection.

Add a new layer.
Open my hat5.sel and flood fill with the color #C08D44.
Deselect the selection.

Add a new layer.
Open my hat6.sel and flood fill with the color #997035.
Deselect the selection.

Add a new layer.
Open my hat7.sel and flood fill with my stars tile.
Deselect the selection.

Add a new layer.
Open my hat8.sel and flood fill with the color #485682.
Deselect the selection.

Add a new layer.
Open my hat9.sel and flood fill with the color #404B6E.
Deselect the selection.

Add a new layer.
Open my hat10.sel and flood fill with the color #C10505.
Deselect the selection.

Add a new layer.
Open my hat11.sel and flood fill with the color #950505.
Deselect the selection.

Add a new layer.
Open my hat12.sel and flood fill with the color #7A0404.
Deselect the selection.

Add a new layer.
Open my hat13.sel and flood fill with the color #C10505.
Deselect the selection.

Add a new layer.
Open my hat14.sel and flood fill with the color #950505.
Deselect the selection.

Add a new layer.
Open my hat15.sel and flood fill with the color #7A0404.
Deselect the selection.
Merge layers visible and your hat is ready.
