Download here the selections and supplies..
Start by opening a new image 475x235 on a transparent background.

Open my wood1.sel and flood fill with the color #9F735A.
Using these settings:


Open my wood1sh.sel.
Go to colors/adjust/brightness and use a brightness of 85.

Open my wood1side.sel
Go to effect/3d effect/drop shadow.
And use these settings:
Vertical 0,horizontal 0,opacity 60,blur 15,color black.

Add a new layer.
Open my wood2.sel and flood fill with the color #9F735A.

Open my wood2sh.sel.
Go to colors/adjust/brightness and use a brightness of 85.

Open my wood2side.sel
Go to effect/3d effect/drop shadow.
And use these settings:
Vertical 0,horizontal 0,opacity 55,blur 7,color black.

Open my nails.sel go to colors/adjust/brightness and use a brightness of -100.
Deselect the selection and you should have a fence like this:
